Tikender Panwar, CPI(M) state secretariat member today said the black money of people like Gopal Kanda has been invested in these universities. He said there are more than 70% of the seats lying vacant in such universities. They will be converted into hospitality and real estate industry once the time rider clause on these universities was over.
Coming down heavily on the appointment of Vice Chancellor of Himachal Pradesh University Tikender said VC Bajpai has been indicted by the Madhya Pradesh government for charges of fraud and misappropriation of wealth. He also objected to the other appointment of Shashi K. Dhiman as Vice Chancellor of Himachal Technical University. He said Dhiman was not qualified to become the VC as he had become a Professor two months back. ‘”The only qualification he possessed is that he is and was a member of the RSS” Tikender said.
He raised questions over opening of the Himachal Technical University in the state and said it has brought the existence of the Himachal Pradesh University into a complex situation. “Earlier HPU used to get affiliation fees from number of affiliated colleges which has been now transferred to the HP Technical University. Further the HPTU is burdening the common students by charging them with development fees and deliberately burdening them”, Tikender added.
Tikender said there was a strong BJP-Congress nexus on sale of education in the state. Awarding of doctorate to Rajiv Shukla, a Congress leader proved that there was a strong bond between the Congress, Himachal Pradesh Cricket Association and the VC who were instrumental in awarding the doctorate to the Congress MP.
He said the BJP is trying to stifle the HPU to get rid of its teaching departments and hand over the faculty to private enterprise.
