Shimla: Financial constraints notwithstanding, BJP government in the state today announced yet another Diwali bonanza for state government employees. Chief Minister Prof Prem Kumar Dhumal today said that class III and IV employees of the state will be given arrears on account of revised pay scales in cash before Diwali.
Dhumal said that class III and IV employees would get upto Rs. 10,000 of their due arrear as a festival gift. This would entail an expenditure between Rs. 175 to Rs. 200 crore to the state exchequer, he added.
He said all departments have been directed to release payment to their employees in cash before the Diwali.
Dhumal was quick to point out that financial problems in the state became aggravated due to under valuation of the committed liabilities by the 12th Finance Commission.He said the Commission under valued state liabilities by over Rs. 1,650 crore besides allowing an annual increase of only two percent.
He said that the dearness allowance of the employees and pensioners had already increased by 18 percent. He expressed surprise over the rejection of recommendations made by the Planning Commission to the Union Finance Ministry to approve a borrowing limit of 1,731 crore during current financial year and fixed the limit at Rs. 1,566 crore.
