Shimla: Himachal Government in its cabinet meeting presided by the Chief Minister Prem Kumar Dhumal, today approved amendment in the Himachal Pradesh Lease Rules to make it more stringent and to provide relief in genuine cases.
The cabinet decided not to allot government land wherever suitable private land is available. Under the amendment provision has been made for providing government land only for government universities and not to private universities.
Earlier land to companies was allotted at the rate of 18 percent of the highest market value or double the 5 year average, whichever is less, but now it will be chargeable on the amount whichever will be higher. This rule will also be applicable to land allotted for petrol pumps and godowns.
It was also decided that in case the leased land is not put to use within two years of allotment, the same shall be taken back by the government and lease money will be charged ten times as penalty.
For private educational institutions, other than primary and middle schools, the earlier provision of 5 percent of the latest highest market value or double to the average of market value of last five years, ‘whichever is less’ has been replaced by ‘whichever is higher’. Procedure for applying, processing and granting the lease has also been rationalized and made more clear.
In other decision, the cabinet decided to pay handling charges to the designated agencies for the procurement of apple under market intervention scheme at Rs. 1.95 per kg. 10,000 MT of procured apple will be provided to HPMC for processing purposes free of cost.
The cabinet also granted sanction for setting up of four ITIs at Sandhol and Bhadrota in district Mandi, Tikkar in district Shimla and Ghumarwin in district Bilaspur.
Department of Animal Husbandry has been authorised by the cabinet to carry the selection process of 900 veterinary pharmacists to be trained under Arogya Pashudhan Programme under the supervision of the department as per the prescribed norms.
